INTRODUCTION

The “Hauts-de-France Regional Information Centre” (CRIJ HDF, or Hauts-de-France) is an association governed by the Law of 1 July 1901 and the Decree of 16 August 1901.

In particular, the CRIJ Hauts-de-France develops digital services that meet specific needs, such as international mobility, through the FCM Youth Mobility Makers. The City of Lille and the Lille European Metropolis (MEL) are partners.

The FCM Youth Mobility Makers is “The platform for international mobility and cooperation.” It was designed to be a meeting place for young people and community organisations, and civil society as a whole. It’s a window to the rest of the world, a lively place that’s perfect for developing one’s awareness of other cultures. All of these stakeholders are called Makers”.

The purpose of these general terms of use is particularly to define the terms and conditions in which the CRIJ HDF makes the website www.youthmobilitymakers.com and the services found on the site available to users on the one hand, and the way in which the user accesses and uses its services on the other.

It is expressly agreed that access, use and/or connection to the site are subject to compliance with all of the following general terms for use.

For the user, the simple act of accessing the website, which is the property of the CRIJ HDF, at the following URL: https://www.youthmobilitymakers.com implies full acceptance of all of these general terms of use.


ARTICLE 1: DEFINITIONS

  • IP address: A unique way to identify a computer on the network,
  • URL (Uniform Resource Locator) address: The address that allows a resource or document on the Internet to be located, indicating how it can be accessed, the server name, the path inside the server, and the file name,

These general terms of use govern access and use of the www.youthmobilitymakers.com website as well as to the information and services that it offers, which belong to the “Hauts-de-France Regional Information Centre” (CRIJ HDF or CRIJ Hauts-de-France) association, a registered association whose main office is located at 2 rue Edouard Delesalle, 59800 LILLE, SIREN no. 829 337 021, SIRET no. 829 337 021 000 36, NAR no. W595028696.

The www.youthmobilitymakers.com website is “responsive”, meaning that it allows the user to read and browse comfortably no matter the type of device (computer, tablet, smartphone, etc.) used to access the site.

These general terms of use supersede and replace all previous verbal or written agreements.

Website access and use are strictly limited to personal use. You agree not to use this website and the information which appear on it in particular for commercial, political, and advertising purposes, and for any form of solicitation, especially to send unsolicited emails.

Use of the website is free.

Use of the www.youthmobilitymakers.com website is reserved to capable adults and people at least 17 years old. The CRIJ HDF reserves the right to request justification of your age and particularly when you use online services.

Services are not intended to be used by persons under the age of 17.

The CRIJ HDF also reserves the right to restrict, suspend, or delete the user account in the event that these terms of use are violated, and/or in the event of abusive/unlawful use.

In addition, the CRIJ HDF reserves the right to prohibit access to the www.youthmobilitymakers.com website by any user, at any time, and for any reason.


ARTICLE 3: PURPOSE OF THE www.youthmobilitymakers.com WEBSITE – USER ACCOUNT

3.1) PURPOSE OF THE WEBSITE

As a reminder, the www.youthmobilitymakers.com internet website is the Platform for international mobility and cooperation. It was designed to be a meeting place for young people and community organisations, and civil society as a whole. It’s a window to the rest of the world, a lively place that’s perfect for developing one’s awareness of other cultures. This international mobility platform is facilitated by the CRIJ Hauts-de-France. All of these stakeholders are called “Makers”.

The FCM Youth Mobility Makers desires to meet youth where they’re at, adapt to their customs, their needs and expectations, and their individual realities. Young people on incoming mobility assignments are its lifeblood, and contribute to sharing knowledge, culture and language.

With this platform, the CRIJ HDF desires to facilitate interactions and collaboration via hospitality and support for both youth from abroad and those who are itching to discover the world. This platform will also serve to promote international and European mobilities within the framework of activities for young people.

The platform’s membership base is composed of a number of diverse stakeholders from associations and institutional partners at work in the following fields: youth, mobility, solidarity, environment, culture and sports.

Its goal is to facilitate connections and relationships to give each organisation increased visibility and to enable each “Maker” to find their place, progressing together toward a common goal.

2 main ideas form the basis of the platform:

  • Promoting dialogue so that young people can share their experiences through actions that combine information and activities on the topics of culture and solidarity.
  • Connecting members for services: accommodations from citizen hosts, intercultural conversations, language partners, excursions, international picnics, etc.

A user who would like to share a story about their mobility experience can decide whether they accept to be contacted or not.

Access to certain parts of the website, the ability to view or download certain content, may be reserved to registered users. In particular, registration is required to gain access to the directory, messaging, etc.

3.2) USER ACCOUNT

The www.youthmobilitymakers.com website offers four types of accounts, depending on the user’s profile.

The four types of accounts are:

  • Youth: A ‘Youth’ profile is one reserved for young people who have mobility projects in mind or who have had an experience abroad that they wish to share. Account creation requires their first name and surname, email address, a password, date of birth, address, city of residence, country of residence, indication of the languages spoken (from the list of options) and nationality,
  • Organisation: the ‘Organisation’ profile is key to helping young people bring their mobility projects to fruition. Account creation requires their first name and surname, email address, a password, organisation name and legal form, registration number, title or position of the director, address, city, country, and presentation of the organisation’s activities in favour of youth international mobility. It may also include a logo, the director’s email address, as well as the website URL,
  • Lodging organisation: the ‘Lodging Organisation’ profile allows offers for places to stay to be posted, which may be viewed by young people or their support organisations. Account creation requires their first name and surname, email address, a password, organisation name and legal form, registration number, title or position of the director, the first name and surname of the director, the title or position of the contact person, the first name and surname of the contact person and their email address, address, city, country, and accommodations capacity. It may also include an avatar, the director’s email address, a logo, presentation of the lodging organisation as well as the website URL,
  • Private host: the ‘Private Host’ profile is similar to that of the profile for a lodging organisation. Account creation requires their first name and surname, email address, a password, address, city, country, and telephone number. A Private Host may also provide an avatar.

All users may create an account on www.youthmobilitymakers.com that matches their profile. Once the request for registration has been completed, the user will receive a link by email that must be clicked to validate registration.

Users also have the option to connect to the site with their Facebook or Google account.

As a reminder, services are not, in any case, intended for use by persons under the age of 17. Under the assumption that the legal and/or regulatory provisions in force would require that you be above age 17 to access and/or use certain services, the minimum age will then be according to said provisions.

After verifying your information, your account will be activated and you will be able to post offers and projects, as well as view offers and projects from other Makers, etc.

To connect to the user account, email and password are required.

No matter the type of account, users must keep their password a secret and not share it with anyone.

You are liable for the use of your account, unless you close it, or report misuse.

As a user, you agree:

  • to have and use only one account, which fulfils the requirements of an account type: “Youth”, “Organisation”, “Lodging organisation”, or “Private host”,
  • not to create a fake identity on www.youthmobilitymakers.com, falsify your identity, create an account for anyone besides yourself, use or attempt to use another person’s account,
  • not to share information that you are not authorised to share (like other people’s personal data),
  • to respect the intellectual property rights of other people, including but not limited to copyright, patents, trademarks, industrial and/or trade secrets, know-how or any other proprietary right,
  • not to share any link, document or other media containing a computer virus, which enables another IT system to be taken over, that would impair another automated data processing
  • to comply with all of the terms of use for www.youthmobilitymakers.com, your account, and all laws and regulations in force.

In the case of breach of these obligations, including just one of them, you acknowledge that the CRIJ HDF has the full discretion to take an appropriate decision (for example deleting the user account, data, blocking access, banning, legal action, etc.).

With regard to the postings offered via www.youthmobilitymakers.com, contractualisation is made exclusively between the person behind the posting and the user. The CRIJ HDF is a third party to this relationship. The CRIJ HDF shall not be held liable in the relationship between the author of the posting and the user. Contractualisation requires prior parental authorisation for users aged 17.


ARTICLE 4: WEBSITE CONTENT - INTELLECTUAL PROPERTY

In spite of all the care taken by our teams when drafting and publishing documents and information online, typographical errors or technical imprecisions may occur. The CRIJ HDF reserves the right to correct these at any time, as soon as the matter is brought to its attention.

The website, its overall structure, as well as any text and images, whether animated or not, drawings, graphics, logos, trademarks, photographs, commentaries, illustrations, video footage, sound, as well as all computer applications that could be used to operate the www.youthmobilitymakers.com website and more generally, all elements reproduced, used on the website, which compose it, and the website itself, are protected by the intellectual property laws in force. All of these elements are the exclusive property of the CRIJ HDF.

The fact that the CRIJ HDF does not initiate a proceeding at the time that it is made aware of unauthorised use does not mean said use has been accepted or that it waives the right to prosecution.

The site is not intended to broadcast advertising data nor data promoting private interests, which contravene against public order or more generally, which is unlawful. Where necessary and without prior notice, the CRIJ HDF may likely to delete this data or to make it inaccessible.


ARTICLE 5: WEBSITE MANAGEMENT

In order to properly manage the website, the CRIJ HDF may at any time:

  • suspend, interrupt or limit access to all or part of the website, restrict access to the website or to some parts of it to a specific category of users;
  • delete all information that could disturb its operation or that could come into contravention of national or international laws and/or regulations;
  • take the website offline to perform updates.

ARTICLE 6: LIMITS AND EXCLUSION OF LIABILITY

In spite of all care taken by the CRIJ HDF in publicising and broadcasting information specifically for young people, such information is published for informational purposes only.

The information, postings, and content offered by the website shall not in any way be construed as accurate or render the CRIJ HDF and/or that of its representatives liable.

The CRIJ HDF detaches itself from any lawful or unlawful use of the data on this website.

Further, in the event of unlawful content, the user is urged to inform the CRIJ HDF as quickly as possible using the “Contact Us” form Contact Us - Hauts-de-France FCM Youth Mobility Makers Portal (youthmobilitymakers.com).   • Private host: the ‘Private Host’ profile is similar to that of the profile for a lodging organisation. Account creation requires their first name and surname, email address, a password, address, city, country, and telephone number. A Private Host may also provide an avatar.

8.1.2) Log-in

When the user logs into the website, their first name and surname, email address, credentials and use data (date password changed, type of profile, etc.) are recorded.

8.7) Updates to this clause

The CRIJ HDF reserves the right to make any changes to this clause relating to protecting personal data at any time, in order to be in line with a possible evolution in regulatory requirements or security standards.

If a modification is made to this personal data protection clause, the CRIJ HDF commits to publishing a new version on its website. The CRIJ HDF shall also inform its users of the change by email, within a minimum timeframe of 15 days before the effective date. If the user does not agree with the terms of the new personal data protection clause terms, the user has the possibility of deleting their account.

The CRIJ also reserves the possibility of modifying these general terms of use in full or in part, at any time, and without prior notice.

ARTICLE 10: SEVERABILITY

ARTICLE 11: DISPUTE RESOLUTION AND GOVERNING LAW
